A Building Block for Inclusion: Housing for Community-Level Diversity, Participation, and Cohesion

As the nation has become more diverse, our neighborhoods, cities, metropolitan areas, and rural communities have strained to keep up. Some have accommodated change well. But for many it has been overwhelming and resulted in growing concerns about displacement from gentrification or flight from distress. This report describes the structural dynamics that drive divisions by race and income. It explores how we can build more mixed-income, sustainable, opportunity-rich neighborhoods that are accessible to low-income and vulnerable populations by reinforcing civic infrastructure toward the end of broader participation, deeper deliberation, and the development of more cohesive communities.
